The new import terminals rising along Batangas Bay come with a fine print nobody reads out loud: every cargo of liquefied natural gas is priced in dollars, delivered on a global spot market, and passed to Luzon households through the Meralco bill. Malampaya's gas is running down, so the plants that keep the lights on in Metro Manila are switching to imports. The switch arrives at the worst possible moment.
